As part of the ongoing effort towards consolidation of various instructions issued from time to time, the Reserve Bank has undertaken a review of the extant guidelines relating to Priority Sector Lending (PSL) and proposes to issue Directions on the subject RE-wise.

2. Accordingly, the following draft Directions are being placed on the website for public comments:

1. Reserve Bank of India (Commercial Banks – Priority Sector Lending – Targets and Classification) Directions, 2026

2. Reserve Bank of India (Small Finance Banks – Priority Sector Lending – Targets and Classification) Directions, 2026

3. Reserve Bank of India (Local Area Banks – Priority Sector Lending – Targets and Classification) Directions, 2026

4. Reserve Bank of India (Regional Rural Banks – Priority Sector Lending – Targets and Classification) Directions, 2026

5. Reserve Bank of India (Urban Co-operative Banks – Priority Sector Lending – Targets and Classification) Directions, 2026

3. Further, instructions which have not been included in the consolidated draft Directions would be repealed consequent to the issuance of the Directions. The same will be notified separately.

4. The comments / feedback may be submitted on or before November 26, 2026, through the following channels:

i. The ‘Connect 2 Regulate’ section on the website by following the corresponding hyperlink provided against each document in the page where they are hosted.

ii. by e-mail with the subject line ‘Feedback on [full name of the draft Direction / (including the type of Regulated Entity)]’.
